Requirements



A recognized degree or equivalent (NQL 7) in Built Environment (e.g. engineering, architecture, quantity surveying, construction management, etc.) Post graduate qualification in built environment will be an added advantage. Five years’ experience at senior managerial level.



Experience that includes the knowledge of Infrastructure Development Management System, Registration as a Built Environment Professional with relevant Councils in South Africa is compulsory. A Valid Driver’s License.



Competencies: Knowledge of the latest advances in public management theory and practice, advanced knowledge of modern systems of governance and administration, Knowledge of infrastructure/property research, policy formulation, green technology and related infrastructure/property management areas. Knowledge of global, regional and local political, economic and social affairs impacting on the provincial government of Gauteng, Knowledge of inter-governmental relations, Knowledge of the policies and legislation of the government.

Duties

Manage and direct the provision of Professional services for Capex and maintenance projects on behalf of the Client Departments. Manage and direct the finalization of Professional specifications and drawings, Manage and direct the completion of innovative Professional solutions, Manage and direct the commissioning of Professional research, Manage and direct the integration of relevant Professional technology for designs. Manage the provision of Professional guidance and direction for green technology projects. Manage development of technical specifications and architectural standards for capex projects. Manage procurement and contracts for PSPs. Provide professional architectural guidance to departments. Manage the provision of quantity surveyor guidance and direction for green technology projects. Provide expert inputs on suitable types of contracts to be used depending on the nature of individual infrastructure projects, package projects and or programmes as submitted by client departments. Monitor the utilisation of PSPs and contractors. Sign performance agreements for the Chief Directorate based on approved Job Descriptions, Strategic and Annual Performance Plans of the Department. Manage funds in the Chief Directorate in compliance with Public Finance Management Act and the Treasury Regulations. Manage funds in such a manner that an unqualified audit report for all financial transactions entered into by the Chief Directorate is achieved. Align the strategic priorities and the work plans of the Chief Directorate and with the infrastructure work plans of the Provincial Department .

Please Note a 70/30 Salary split on your package will incur: 70% basic 30% benefits

The remuneration package includes a basic salary (70% of package), State’s contribution to the Government Employees Pension Fund (13% of basic salary) and flexible portion which can be structured according to the individual’s personal needs
